Membership of VOLU is open to all over the age of twelve irrespective of nationality, religion, race, colour, political affiliation, sex or educational background.  Usually, people get to know VOLU through the various activities it engages itself in, that is workcamps.  Local executive members from time to time organize membership drives to enroll new members.  Recruitment is then effectuated by individual application to the national secretariat in Accra through the local executives.

There are five categories of membership

1. Junior members – persons between 12 and 16 years
2. Student members – persons undergoing a course of study in any high institution.
3. Adult members – persons working and earning income.
4. Life members – This is acquired after the payment of a stipulated fee.  At present, it is GHc20.00.
5. Honorary members – There are selected notables in society, usually accorded this status in recognition of their assistance to the Association.

The current membership of volu stands at about 14,420.
